The Provisional Construction Industry Co-ordination Board
(PCICB) was established on 28 September 2001 to spearhead
industry reforms and to propagate a new culture of change.
The PCICB currently has a chairman and 25 members drawn from
major industry stakeholders including construction clients,
professionals, academics, consultants, contractors, workers,
independent persons and government representatives. [Membership]
Pending formation of the permanent statutory body, the PCICB
serves as a focal point to co-ordinate efforts in taking forward
the vast change programme recommended by the Construction
Industry Review Committee in its report submitted to the Chief
Executive in January 2001. It is a pan-industry forum for
stakeholders to deliberate and forge consensus on strategic
matters as well as to communicate their needs and aspirations
to Government. It also functions as a primary channel for
Government to seek the industry's feedback on policy issues
impacting on local construction. [Terms

To pursue CIRC recommendations that require a substantial
element of industry input or co-ordination, the PCICB has
set up six working groups focusing on construction cost and
performance indicators, construction site safety and employees'
compensation insurance, construction waste, management of
subcontracting, manpower training and development, and formation
of the statutory industry co-ordination board. Through its
working groups, the PCICB has made achievements in various
major areas covering the guidelines on subcontracting practice,
launching of the voluntary subcontractor registration scheme,
compilation of a compendium on cost-reduction measures, co-sponsoring
seminars to promote construction research, as well as formulation
of a legal framework for the Construction Industry Council.
